short course yard meet results submitted to the Records/OVC chair,

-- The Rules Committee of Wisconsin Swimming will meet on Thursday, December 5
at 7:00 PM at the offices of Standard Networks, 344 S. Yellowstone Drive, in Madison.
We will be discussing rule changes proposed at the last LSC meeting by the Age Group
and Senior committees. Contact Dale Nickels for directions.

-- This is a heads up to all of you that the following change will become
effective January 1st: Racing starts from blocks will NOT be allowed in water
depth below 4 feet. Both the Safety Education Committee and the Rules &
Regulations Committee have endorsed the proposed language. The Board will
convene a special meeting (via telephone) in order to make it official.
Please make certain that all of your meet hosts, coaches and officials are
aware of the pending change. Remind everyone to impose alternative starting
procedures (from the deck or in-water) at facilities not in compliance with
the new 4 foot minimum. Official notice will be mailed to the appropriate
people once this is rubber-stamped by the Board of Directors. This action is
being taken under the authority of Article 505.8 in the Code and will be in
effect until the next meeting of the USA Swimming House of Delegates. The new wording
follows:
103.2 WATER DEPTH -
.3 /M/ Racing Starts -
A In pools with water depth less than 4'0" (1.22 meter) at the start end,
.... within the water.
B Strike
C Renumber to B.
This proposal came to the USA Swimming Board of Directors at the October Board
meeting from USSIC, the self-insurance arm of USA Swimming. The
sole purpose is to remove the provision in the rule book that permits diving
from blocks in depths between 3 1/2 and 4 feet of water. This it to bring us into compliance
with the practices of all other swimming organizations. Those meet hosts who have been granted
sanctions and now find themselves negatively impacted by the rules change
may apply to the Board for a waiver.

-- The 2003 ConocoPhillips US Swimming Spring Nationals will be held
April 1-5 at the famous Indiana University Natatorium in Indianapolis, the fastest
pool in the country. SwimForce, the organizing committee for the event, wants
to give every Central Zone swimmer an inexpensive opportunity to see this
national meet. To help reach that goal, SwimForce has decided to provide a
$10 discount for every season ticket sold prior to Dec. 31. Your student
swimmer can see every event in the week for $30, using this discount.

may be mailed NO EARLIER than Tuesday, September 10. Host teams who
receive reservations postmarked earlier than the 10th should return them to the
sending clubs. Host clubs should also be sure not to send out meet information
in any form before the meet has been sanctioned by Cris Lewis, the LSC
Adminstrative Chair.

-- Six delegates will be representing Wisconsin Swimming at the 2002 USA Swimming Annual Convention in
September. Two very important measures will be discussed, a Membership Dues Increase Proposal and
a recently completed Governance Study. You can click on the links above to read these proposals. The Dues Increase
will be voted by the delegates, while the Governance Study will be discussed, but not voted on. Any dues increase
would not take effect until the year 2004 registration.
We Need Your Help!
We represent you, the clubs, swimmers, officials, parents and volunteers who make swimming happen in Wisconsin.
Let us know what you think. Read these proposals carefully and think about what they would meant to you
and your club.
Send you feedback to me, Dale Nickels dale@stdnet.com and I will share
it with the other delegates as we prepare for the convention. Please take some time to do this and get
back to me before September 5.

-- Wisconsin Swimming is pleased to announce the 2002 Top Times list. Meets from May 5 through
July 14, 2002 have been compiled to create a Top-20 list for short course and long course times
this season. The list will
be periodically updated and can be found on the Wisconsin Top Times Page along with
the current Wisconsin records. All of the times in the database will be considered "Pre-Proven" for the
Wisconsin Long Course Championship meets in August. Any swimmer who has achieved a state qualifying
time in an event in one of the meets in the database will not have to submit proof of time for that event.

Important corrections:
- The GSSC meets, Nov. 29 - Dec. 1 and Feb. 1-2 were not on the original "Un-Official" schedule
distributed at the LSC meeting. They are in the Official schedule, but the meet format for both should be
listed as A-BB+B-C. The November meet is 8&U, 10&U AM, 11-12,Sr PM, $2/$6 Entry/Relay fees,
2 individual event limit on Friday, 4 on Saturday & Sunday, and there are no starting blocks.
The February meet is 8&U, 10&U AM, 11-12,13-14,Sr PM, $3/$8 Entry/Relay fees,
3 individual event limit per day, and 30" blocks.
- The MGM Feb. 1 - 2 meet was listed incorrectly as a single day meet, but it is correct now,
and in the downloadable PDF file.
- The HSSB Meet has been moved from November 2-3 to November 9-10.

April 29, 2002 -- The Finance Committee

suite 304, Wauwatosa. This is the North West corner of Mayfair (also
HW 100) and Watertown Plank. We will review the 2001 financial statements,

April 25, 2002 -- Coaches and senior

April 24, 2002 -- It is time again
to nominate your favorite Wisconsin Swimming volunteer for the 2002 Outstanding
Service Award. The award, sponsored by Phillips Petroleum Company,
was established in 1981 to recognize the invaluable contribution of volunteer
service to USA Swimming. This is your chance to help recognize someone
you know for their sacrifice and commitment to the sport of swimming.

April 23, 2002 -- Four Express swimmers
traveled to Long Beach, California March 26-30 to compete in the NCSA Junior
National Championships held at the Belmont Olympic Plaza Pool. Kyle Bubolz,
Robin Grams, Michael Hamm and Tim Watt represented Express at this years
meet. Over the course of the week they posted many impressive individual
and relay swims. In the semifinals of the 100 fly, Kyle broke the previous
Junior National record with a time of 48.12. He placed 1st in the 100 free
and 50 fly, just missing the Junior National record in the 100 free with
a time of 44.71. He had 2nd place finish in the 100 back, 3rd in the 50
back, and a 4th place finish in the 50 free. Michael Hamm placed 6th in
the 200 free and 7th in the 500 free. His time of 4:32.10 in the 500 free
established a new personal best time. Robin Grams also faired well, swimming
to a 13th place finish in the 50 fly.
The Express freestyle relays of Bubolz,
Grams, Hamm and Watt also performed very well. They swam to a 2nd place
finish in the 400 free relay with a time of 3:08.82, and a 3rd place finish
in the 200 free relay with a time of 1:25.77. Kyle left the meet with a
2nd place high point finish, and as a team they finished 6th on the men's
side and 15th overall. Congratulations on a great season guys!!!

April 22, 2002 -- Sarah Wanezek,
formerly of the Elmbrook Swim Club, recently completed her first season
with the University of Texas Women's Swimming and Diving team. She
was on of 12 team members to qualify for the Division 1 Women's NCAA meet
held at the University of Texas, Austin.
After dominating at the Big 12 Conference
meet earlier this season, Texas went on to place 6th at the NCAA meet.
15 American and NCAA records were set making this the fastest meet in its
history.
Sarah achieved automatic All-American status
competing on the 200-freestyle (split 22.31) and the 200-medley (split
23.61) relays which placed 3rd and 4th respectively. She also
achieved honorable mention All-American status placing 11th in the 50 yard
free (22.79, highest placing freshman in the event) and 12th in the 100
yard butterfly (54.14). both personal best times.
April 22, 2002 -- As the school year
starts to wrap up, it's time to think about the USA Swimming 2001-2002
Scholastic All-America Team. Applications are due August 1, 2002
and the eligibility requirements are:

Must have completed 10th, 11th or 12th grade.

Must be a USA Swimming member athlete.

in 2001-2002 Speedo Champions or higher meet (see form for details).

April 19, 2002 -- Coaches are urged
to return their ballots for the 2002 Swimmer/Coach of the year award.
Awards are given for male and female age group and senior swimmers and
for age group and senior coaches. The entry deadline has been extended

April 19, 2002 -- The Wisconsin Swimming,
Inc. House of Delegates meets on Tuesday, April 23 at 7:00 at UW-Waukesha.

April 8, 2002 -- Scott Mueller,
(MAST) recently competed at the Big 12 Conference swim meet, held at Texas
A&M, College Station, TX. Scott, a sophomore for TAMU placed 1st in
the 400 IM (3:51.11) with a new school record, 4th in the 500 free (4:26.26)
and 5th in the 200 breaststroke. His 400 IM and 500 free were NCAA DI consideration
times. He competed at NCAA DI last month on 2 relays and his 2 individual
events. Scott is also World Ranked in his 400 IM. During the summer, Scott
returns home to swim with Mequon Area Swim Team. Click on the picture

-- Carthage College
Swimming announces of the upcoming Total Performance Swim Camps.
We're very fortunate to have recruited Mike Bottom from UC-Berkley, Jim
Steen from Kenyon College, Steve Crocker-Western Kentucky, Don Megerle
from Tufts and a cast of NCAA Champions and All-Americans to come to campus
this summer. This is one of the top camp programs in the nation and
we managed to get them to come to our campus. Dates are June 9-14; June
16-21 and June 3-8 (for the elite sprint camp). Comprehensive Camps are
designed for swimmers aged 10 and up while the elite sprint camp is for
kids 13 and up who have achieved AA+ times. Info is available from

March 11, 2002 -- Swimmers particpating
in the Speedo Champions meet and in the Phillips 66 Spring National Championships
are eligible for travel reimbursement from the LSC. Clubs also receive
reimbursement for coach travel expenses based on the number of swimmers
attending. Forms and a complete description of the travel fund policy
are available on the FORMS PAGE.
Swimmers who participated in last December's U.S. Open meet are also eligible.

consideration or for national meet qualification, you must have the swim
observed by a USA Swimming official. An "Observed Swim Request" form

out the request and hand it to one of the USA Swimming officials on the
deck.
February 6, 2002 -- The National
Club Swimming Association and the Arizona Desert Fox Swim Team are sponsoring
a Junior National Swimming Championship meet to be held March 26-30 in
Long Beach, California. This is a USA Swimming sanctioned meet, sanctioned
by the Southern California LSC. It is not, however, an officially
recognized championship meet. It is open to all USA Swimming registered
swimmers 18 years and younger who are USA citizens. Meet information

February 5, 2002 -- Olympians Tom
Malchow, Nate Dusing and Neil Walker and USA National Team members Colleen
Lanne and Mary Decenza were the most accomplished athletes at this year’s
Schroeder A+ meet, which was presented by Speedo. Age group swimmers
with new meet records were North Shore’s, Tim Scanlan with a new 11/12
boys 100 free record of 51.01, Menomenee Falls’, 13 year old Brice Grunnert’s
2:12.02 200 breast and the 13/14 Lake Country girls’ 400 Medley Relay (Wex,
Zblewski, Boritzke, Finn) supassing their team’s 2001 mark with a 3:59.45.

2002 --Tim
Scanlan, 12, from Glendale, Wisconsin, has broken two 20 year old Wisconsin
State records this season at the Western Great Lakes meet. The North
Shore Swim Club team member broke the state 11-12 50 yard backstroke with
a time of 27.43 and the 11-12 100 yard backstroke record with a time
of :58.46. In addition, Tim has set the unofficial 11-12 200 yard
backstroke record, at the North Shore Winter Classic Invite, with a time
of 2:08.97. All of his backstroke and freestyle swim times this season
qualify for National Top Sixteen consideration. Tim gives a lot of
credit to his fast swims to his teammates, Kevin Linsley, and Mike Beilman,
who he "gets to race in practice every day." According to teammate Jenny
Cebertowicz, "Tim is great at workouts, because he likes to have fun and
swim fast." Tim also credits his fast swimming to his diligent medicine
ball and punching bag dry-land workouts, and his Mom who taught him how
to swim.

YMCA Swim Team Member Mitchell Stoehr broke his own State Record in the
50 Free enroute to a first place finish. Stoehr, 9, from Mequon,
WI is ranked as one of the top three 9 year olds in the United States.
His time of 26.10 was the 18th fastest swim of all time for American 10&Under
boys. He set the record down at the IUPUI pool in Indianapolis.
Stoehr also won the 100 Free (58.91) and the 200 Free (2:08.13).
Coach Matt Miller stated “Mitchell is very talented and is an extremely
hard worker.”

It can't happen here? Drowning of High School Player in Salinas,
CA shows it can. On Wednesday morning, January 16th, the body of
Jennifer Macarandan, a 17-year-old Salinas (CA) High School Junior and
member of USA Water Polo, was discovered drowned, under the thermal blanket
of the Hartnell College pool, as swimmers prepared for 5:30 a.m. practice.

YMCA’s A+ Swim Meet is the region's most competitive swim meet of the winter
and attracts a field of 950 athletes who will be representing 59 teams.
Olympians Tom Malchow, Nate Dusing and Neil Walker and USA National Team
members Coleen Lanne and Mary Decenza are the most accomplished athletes

Due to the removal of starting blocks at the Port Washington Aquatic Center,
the Wisconsin sectional meet scheduled there has been moved to Nicolet
High School. The schedule for the meet is expected to remain the
same. Affected teams should expect to receive updated information
from the meet directory within the next few days.
January 23, 2002 --
The Wisconsin Swimming House of Delegates approved the Spring/Summer 2002
meet schedule on Tuesday, January 22. The official schedule will
be posted soon. Watch this space for the schedule and news about
the exciting new Long Course State Championship meet format.
The Travel Fund reimbursement policy was
amended to include BOTH Spring and Summer Speedo Champions Series (Zone
Sectional), and the U.S. Open Meet. Swimmers can still only get reimbursed
for one Summer Zone or Zone sectional meet. Relay-Only swimmers can
be reimbursed at one-half the individual swimmer rate. In place of
coach reimbursement, teams can now be reimbursed for every six individual
swimmers in each of the covered meets except Central Zone (Age Group) Championship.
The reimbursement for U.S. Open was made retroactive to the December, 2001

The Spring-Summer 2002 Wisconsin Long Course

for the Long Course State Championship meet was approved by the LSC.
There will be a 14 & Under Long Course Championship Meet, August 2-4,
featuring a prelim / finals format for all age groups. The following
weekend, August 9-11, will be the Wisconsin Senior Long Course State Championship
Meet. This will be an open meet -- all age groups allowed -- with
senior time standards. The Age Group and Senior committees feel that
this format will relieve the crowding of the combined four-day meet, give
younger swimmers the opportunity to compete in a true championship format,
and provide senior swimmers a championship meet of their own. If
you have questions regarding the format change, please contact Age Group
chairman, Matt Miller.
January 14, 2002
-- Due to the new WIAA rulings regarding pool depth and use of starting
blocks our team has been directly affected. This new ruling prevents
the facility we usually use for meets from use of starting blocks.
Therefore, the Beloit Aquatic Team has secured the Beloit College pool
for our upcoming 8&U meet on February 10. The meet times will
stay the same. New specifications regarding the pool depth and directions
to the college will follow within the next few weeks.
The only drawback we have to using the
Beloit College pool is that there is limited parking space next to the
Fieldhouse. Therefore, our team has decided to provide adult supervision
at the door of the fieldhouse for those parents/chaperones who wish to
drop their child(ren) off at the door before parking. I will be getting
a simple map out to the teams showing possible parking areas and access
to the fieldhouse. I do recommend, however, that if at all possible
carpooling be used. Please watch for emails to follow with directions.
