CALL TO ORDER: Barb Stirn, Administrative Chair, called the meeting to order at 5:50 PM.
APPROVAL OF MINUTES: Jackie Groiss moved, Drew Walden seconded approval of the May 25, 1999, minutes. Motion passed.
USA SWIMMING'S CLUB MEMBERSHIP PROPOSAL: Draft 2 is attached to these minutes. A third draft is expected prior to the USA Swimming Convention next September. The purposes of revising the structure of club membership, as stated in the USA Swimming draft, include: fostering a more business-like approach to club operations; establishing standards for club operations; providing additional assistance to clubs; and providing professional developing opportunities for coaches. Board members did not agreed that the proposal would achieve the stated purposes. Further, members expressed concern for the burden of added bureaucracy with reports and club structure, especially for smaller clubs, and the opportunity for USA Swimming to increase club member dues. The Board members urged Wisconsin Swimming's delegates to the 1999 USA Swimming Convention to speak against the proposal.
1999 USA CONVENTION: Convention dates are: September 14th-19th. Wisconsin Swimming's delegates will be: Jim Mohr (General Chair), Carol Graham (Administrative Chair Representative), Drew Walden (Senior Chair), Jackie Groiss (Age Group Chair Representative), a Coaches Representative and one or two Athlete Representatives (who share a vote). Among the anticipated agenda items, in addition to the Club Membership Proposal above, are 1) a discussion of the decision of the International Olympic Committee (IOC) that USA Swimming's procedures are not consistent with IOC requirements as they relate to athlete representation; and 2) discussion of USA Swimming's Sectional and National Club Championships. The concept of the National Club Championships was passed in principal at the 1998 Convention with the administrative details to be agreed upon at the 1999 Convention for implementation beginning Spring 2001. The National Club Championships would eliminate the USA Swimming's current Junior Championships.
YOUTHSPORTS.COM: USA Swimming announced last May that YouthSports.com is the organization's official web communication provider to use the Internet to distribute LSC and club information. Dale Nickels, the LSC's Webmaster, briefed the Board on the program stating that the program is three years old, but has very limited participation to date. The Board decided to defer any endorsement of this program.
LSC WEBSITE: Dale Nickels discussed registering Wisconsin Swimming with its own URL for its website at an initial cost of $70 and an annual renewal cost of $35. Jackie Groiss moved, Carol Graham seconded having Wisconsin Swimming obtain its own URL for the Internet as WisconsinSwimming.org. Motion passed. Dale Nickels will make the arrangements.

LSC REVIEW DECSION: Carol Graham, Membership Coordinator, sent a letter to the Schroeder YMCA Swim Team (SSTY) President assessing the LSC's standard fine of $50 for having an unregistered athlete compete in a swim meet and specifying that SSTY had 30 days in which to pay the fine and that the swimmer had to register with USA Swimming. The check was returned to the LSC for insufficient funds for the swimmer registration. The Board decision by consensus: the swimmer must pay his/her USA Swimming dues ($28); and SSTY must pay the fine ($50). If these conditions are not satisfied, then SSTY may not compete in the LSC 1999 Long Course Championship Meet.
LSC 2000 SHORT COURSE CHAMPIONSHIPS: Issues related to the situations below will be discussed at the LSC House of Delegates Meeting following the Board meeting.
- 2000 12 & Under Short Course Championships: Badger Aquatic Club (BAC) bid to host this Meet for the first weekend in March at the University of Wisconsin - Madison Natatorium. The University now has notified BAC that the Natatorium is not available for that weekend, but would be available for the third weekend in March.
- 2000 13 and Over Short Course Championships: No club has bid to host this meet. However, the LSC has reserved the Schroeder Aquatic Center for the second weekend in March.
SECTIONAL RIBBONS: Steve Schiessl, Age
Group Chair, reported that the Lake Country Swim Team (LAKE) has not paid
for the ribbons that it used for its Sectional Short Course Meet
last winter. LAKE reports that it returned more ribbons to the LSC
than the LSC sent to LAKE and, while some of the ribbons returned by LAKE
were those used for earlier Sectional Meets (since 1993), little difference
exists between the more recent ribbons and the older ribbons. Therefore,
LAKE states that the LSC is ahead. The Board by consensus decided
not to charge LAKE for the ribbons that it used for hosting a 1999 Sectional
Meet.
