Wisconsin Swimming, Inc. House of Delegates Meeting

April 23, 2002

General Chair Dale Nickels called the meeting to order at 7:19 p.m.

• Review of minutes – the minutes were mailed on or about March 19. There is a correction on page one – Neil Walker was the speaker for the swim camp (previous year’s financial report.) There were no further corrections Cris Lewis/Matt Miller moved to approve the minutes. Motion carried.

• Reports of Officers and Board Members

• General Chair – Dale reported that the Rules position is still open – any interested person should contact Dale.

• Treasurer – Mary reported that we have a net loss of about $40,000 to date, which will be caught up, when get registration fees in the fall. Interest rates are low right now. No questions from the floor.

• Administrative Chair – Cris reported that meet bids are due June 11, 2002 for Fall/Winter season. Her new mailing address (effective immediately) is Cris Lewis W2131 Lau Road, Kaukauna, WI 54130 (920) 687-9452 E-mail address remains the same

Two meets on the summer schedule have been cancelled. (BST on May 17 – 19 and Eau Claire YMCA on June 29 – 30)

• Age Group – Matt reported the changes for the summer championship meets. Limit of 5 events. Time trials offered after finals after Saturday and after the mile on Sunday. Time trials will be a different sanction number and anyone can compete in the time trials regardless of being entered in the meet or not. We do not know if the new events will be included in Zone C; Matt has urged that they be included. The next weekend will be the Open/Senior meet. 50’s of strokes have been added to the meet. The time standards for the 50’s are not too stringent. There are 3 ways to qualify for the 50’s of stroke. There will also be time trials on Friday afternoon and Sunday after finals. Meet information is expected to be out earlier than usual because of the changes. 15/16 time standards of the winter meet are the meet cuts.

Open Water will be on Thursday rather than Monday as in the past. Not as many participants are expected because it is before the meet rather than after the rest of Zones. Zone cost will be similar to travel on own prices of past years.

Matt is creating an application process for the disabled athletes representation at the Zone meet. Discussion of championship meet schedule (location – which meet at which pool) Matt asked that people with more input to either come to the next Age Group meeting (May 15) or get your comments to him. The sectional meets will be the week before the state meet.

Matt made a motion in the Board meeting to include the top disability meets in the travel fund policy to match the Senior National level. (As it is a rule change, it will be voted on at the next meeting.)

• Senior Chair – Drew reported that US Swimming is hosting some camps. Information is available on the USA web site. There is a distance camp in MN coming up Memorial Weekend.

• Registration Chair – Carol reported that the fees would remain the same as this year for at least one more year. Service Award is due June 1. Have items for the next mailing date to Carol by May 23.

• Safety – Please continue to submit reports of occurrence for accidents/injuries. Forms available on website and in all minutes. No Safety Training for Swim Coaches courses have been planned because of any requests for courses. Please contact Cathie if you need training. Plan ahead so that new coaches are legally on deck from first day. Those with current Lifeguarding certifications can challenge – contact Cathie for details.

• Tech Planning – No report

• Athlete’s Rep – New athlete’s rep will be elected at state meets – voting at both meets – must be 16+ and Junior in high school

• Coach’s Rep – Dave Westfal - form in last mailing for swimmer of the year/coach of the year

• Camps and club development – no reports

• Finance – May 16 will be the next meeting and will be the audit meeting.

• Open Water – The Racine Quarry meet is on July 6th.

• Officials – great response to upcoming clinics – Appleton Y 17 new stroke/turn; Middleton 12, next weekend 15 in Hartland.

Steve Suprenant wants to streamline proof of time procedure. He is developing procedures for duties of officials at state meets (administrative refs, etc.)

• Records/OVC/TOP 16 – Dave Joyce – distributed written reports regarding procedures to follow when submitting results for records and for newly recognized age group events. Prior to 9/1/02, any acceptable proof of time can be submitted as a record, regardless of the date of the swim; after that time, only current season results will be accepted for these new events.

• Rules – No report

• Zone C – no chair covered in AG report

New Business – request for waiver from WCSS – running sprint meet and want to waive 4-hour rule and distance event. Joe Schweitz made the motion that was seconded by Dave Anderson. Motion passed.

Announcements – MAST GOST & OZ combining into new club of OZ.

Scholastic All–American applications due 8/1 – info posted on web site.

Next meeting will be June 25.
