Meeting Minutes: October 23, 2001

MEMBERS PRESENT: See attached sign-in.
CALL TO ORDER: Dale Nickels, General Chair, called the meeting
to order at 7:30 p.m.
REVIEW OF MINUTES: Mary Schneider moved and Susan Zblewski seconded
approving the minutes of the June 26, 2001 meeting. Motion passed.
REPORTS OF OFFICERS AND BOARD MEMBERS:
General Chair Report: Dale Nickels introduced himself and the
following other members: Cris Lewis, Administrative Chair; Cathie Marty
will continue as Safety Education Chair; Susan Zblewski will continue as
Officials Chair.
Dale Nickels reported on the U.S.A.S. Convention held September 11-15,
2001. A handout was distributed summarizing the convention.
The National Age Group Awards Certificates can be picked up at the end
of tonight’s meeting. A list of those swimmers was made available.
Treasurer’s Report: Mary Schneider, Treasurer, reported:

The travel fund is in the black. All funds have been paid to date.

The general fund is in the black.

Expenses are up to date.

The investment account is low due to the market, which is to be expected.
Administrative Chair Report: Cris Lewis reported that there are
a total of 64 meets on the meet schedule that need sanctioning and she
is working on this.
Robert White submitted a "Wisconsin Swimming Meet Scheduling Proposal."
This proposal would expand the Meet Schedule Section of the Wisconsin Swimming
Website to not only include the current season’s ratified schedule but
also a tentative schedule that would extend out as far as any team would
like to submit a meet.
Dale Nickels indicated that he was willing to post future meets on the
website as long as he was given that information. Robert White felt that
six things were important to be mentioned concerning each meet: the date,
the name, the format, the location, the pool length, and the contact person.
Age Group Chair Report: Matt Miller, Age Group Chair, reported:

The committee met on October 3, 2001, with minutes of that meeting distributed,
and will be meeting again on December 5, 2001, at Brookfield. At this future
meeting, the committee will be discussing the state meet. Contact him if
you wish to attend.

Handouts were distributed of the state meet time standards. These standards
will also be available on the website.

New events are being added to the 12& Under State Meet: 10& Under
500 free; 11-12 200 fly; 200 back; 200 breast.

There is a new set of time standards for the 15/16 age group designed to
help ease athletes into the senior division.

The Zone C meet will be August 9 – 11, 2002, in Wichita, Kansas. The LSC
will continue to provide coaches and team apparel for this event. However,
there was concern about providing team travel due to liability. Last year
at Zones, out of 143 swimmers, 74 traveled with the team and 69 traveled
on their own. Points mentioned were when there is team travel there is
more camaraderie and team travel makes it easier for small clubs to travel.
Without team travel, numbers may go down. However, when swimmers travel
on their own with their families, they tend to be better rested and perform
better. The committee recommended that the LSC no longer be responsible
for transporting, housing or feeding the swimmers attending Zones and that
this be a parental responsibility. The LSC would still reserve a block
of rooms for those attending.
Cris Lewis, bringing forth from committee this motion, moved that team
travel be eliminated for Zone C Meets. Motion passed.

The travel fund was discussed at length. $12,727.98 was dispensed to the
travel fund this year. Much more money was budgeted. Various suggestions
were made of ways to get money back to clubs and swimmers:

The LSC could pay for all state meet awards so that clubs hosting could
increase their revenues for the meet.

Special awards should be given to swimmers who set state or national records.
This would be retroactive to all of 2001. Please notify Matt Miller if
you have any swimmers that fit into these categories.

Changes were proposed for athlete reimbursement. The following will be
brought up at the next meeting for discussion and an official vote: "Relay
only swimmers will be reimbursed at 50% of whatever an individual swimmer
receives for a given meet. Starting with this year’s US Open, the LSC will
reimburse $300 for individual swimmers and $150 for relay only swimmers.
The LSC will also start reimbursing for the spring sectional meet at $100
for individuals and continue reimbursing for the summer meet. In the summer,
athletes can only be reimbursed the $100 one time. You can’t receive
a reimbursement for sectionals and the Zone C Meet."

The following proposal was also made concerning club reimbursement: "If
you send 1-6 athletes to a meet, a club will be reimbursed at the same
rate as one individual swimmer. A team sending 7-12 athletes will be reimbursed
for the same amount as two individual athletes and a team sending 13-18
athletes will be reimbursed for the same rate as three individual athletes.
This will continue up the scale in multiples of six. Relay only swimmers
do
not count in athlete counts. They must be swimming an individual event
in the meet to be used in entry counts for reimbursement and show final
results."
Registration/ Membership Chair: Carol Graham, Registration/Membership
Chair, reported as follows:

She submitted a report concerning the USAS Convention held in Dearborn,
Michigan on September 11-14, 2001, and briefly discussed this report and
future items the LSC will have to be concerned about.

Please call her if you are sending unusual e-mails so she is aware they
are coming.

Share minutes of meetings with the clubs and please visit the Wisconsin
Swimming website for current information.

Alert meet managers to be sure that unattached swimmers are truly unattached
swimmers.

As a meet manager, you may request athlete lists and may check them to
find some swimmers that aren’t registered, but as a meet manager, you are
not required to do this. Clubs participating in a meet sign a form that
all swimmers are registered and the host club can rely on this. If this
form is incorrect, the club submitting the form can be fined.

When submitting final results of a meet, list the competing teams and to
what LSC Club they belong.

Please get clubs, coaches, and athletes to register in a timely manner.

To vote at these meetings, you must be listed as a delegate or alternate
with your club. If your club wants to send a substitute, Carol Graham must
get prior written notice.

The next mailing deadline is December 10, 2001.
Safety Chair Report: Cathie Marty reported as follows:

USA Swimming House of Delegates approved "Article 103, Facilities Standards"
on September 14, 2001. This was distributed. Be especially aware of the
water depth requirement when teaching racing starts. Comments concerning
this requirement can be directed to pcarney53@earthlink.net
at US Swimming.

On August 19, 2001, a coach’s safety training course was held in Madison.
Another was scheduled for October 17/18, 2001, in Watertown, but she has
no confirmation that this occurred.

Be sure to fill out the USA Swimming Report of Occurrence when there is
personal injury or property damage that has occurred.
Technical Planning Chair Report: Dave Anderson, Technical Chair,
reported on the following:

He wants to raise LSC awareness that fees can be waived or reduced for
financial need.

Information also needs to be disseminated that clubs can also help subsidize
families in need.

He thinks ways should be explored to have LSC subsidize meet fees.
-
Wisconsin members should be asked to donate to help support LSC in subsidizing
fees.
Athletes’ Representative Report: Chelsey Walden submitted her "2001
USAS Convention" report.
Coaches’ Representative Report: Dave Westphal submitted his "USA
Swimming National Convention Coach’s Report."
Senior Chair Report: The "Convention Report" of Drew Walden,
Senior Chair, was distributed. Drew Walden encouraged people to e-mail
US Swimming regarding the new water depth requirements in teaching starts
and concerning the $25 increase in USA registration fees.
REPORTS OF COMMITTEES:
Camps Director Report: No report.
Club Development Report: No report.
Finance Report: Mary Schneider reported for Jim Mohr, Finance
Committee Chair. Minutes from the "Wisconsin Swimming Inc., Finance Committee
Meeting, September 6, 2001" were distributed. The "Wisconsin Swimming Annual
Budget," the "Wisconsin Swimming, Inc., Income Statement (1/1/01-10/20/01),"
and the "Wisconsin Swimming, Inc., Balance Sheet (10/20/01)" were also
made available.

This budget includes LSC funding of state meet awards and special awards
as previously proposed. The equipment purchase funds would be used to purchase
equipment and donate it to Schroeder.
Mary Schneider, this proposal coming from committee, moved that this
budget be approved. There was some discussion. Cathie Marty called the
question. Debate ended and the motion passed.
Long Distance and Open Water Swimming Report: No report.
Officials Report: Susan Zblewski, Officials Committee Chair,
reported that last Saturday, at Grainger Hall in Madison, there was a recertification
course for officials. Approximately 65 officials attended and the program
came out $11 ahead.
In the fall there was a clinic for new officials which resulted in 11
new Stroke and Turn Judges and 4 new Starter-Referees. If you have any
suggestions on how to recruit more new officials, pass these suggestions
on to Susan Zblewski.
Concerning the WIAA Girls’ State Swimming Meet, notify Don Heinz (Friday/Saturday)
or Jeff Alexander (Friday) or Phil Brown (Saturday) or Michelle Kohler
(Saturday) if you would like a specific event watched by an additional
official.
Susan Zblewski commented on "Article 101, Individual Strokes and Relays"
that was distributed. The stroke changes are underlined on this handout,
with the biggest change in the backstroke.
Records, OVC’S, Top 16 Report: No report.
Rules Report: No report.
Team Wisconsin: Patty Kramer, 2001 Team Wisconsin Manager, was
not present. However, her information will be posted on the website.
UNFINISHED BUSINESS: None.
NEW BUSINESS: Drew Walden indicated that US Swimming wants to
post top times and wants clubs to send them this information. Dale Nickels
will make information available on the website as to how to do this.
NEXT MEETING: January 22, 2002, Tuesday.
