House of Delegates Meeting
January 23, 2001

The meeting was called to order by Administrative Chair, Barb Stirn. Mary Schneider/Carol Graham moved to accept the minutes of the previous meeting held on October 24, 2000. The motion carried with a voice vote.

Bruce Maas reported that UWM (University of Wisconsin at Milwaukee) is hosting the Midwest Conference Swim Meet at Schroeder Aquatic Center February 21 – February 24, 2001 and would like to invite clubs and families to attend the meet. He made flyers available to all interested.

Reports of Officers and Board Members
General Chair – Barb Stirn reported on behalf of Jim Mohr who was not able to attend the meeting. Several positions will be open for election. New terms begin in September. Carol Graham and Mary Schneider are co-chairing the nomination committee. Please submit names to Carol by April 23. Blaine Carlson will be running the Coach’s Rep election at the 12 & Under State Meet. Please get names to Blaine before February 1st.

Treasurer – Mary Schneider reported that the LSC is doing all right. The Travel Fund is down $22, 464.75 from last year due to the payments for Olympic Trials and less coming in from the clubs after the formula was revised. A new policy for travel reimbursement has been written and will be put in to some of the heat sheets at larger meets so that parents are aware of the changes.

Barb Stirn turned the meeting over to Mary Schneider at this point.

Administrative Chair – Barb passed out the tentative Summer Meet Schedule. Badger State Games requested a waiver of payment into the travel fund. Jim Weitzer/Linda Eberle moved to allow a waiver for Badger State Games. The motion carried on a voice vote. There was a discussion of the proposal by MAST and VAC to host the Summer Championships. Specifically, the point regarding the hosts not required to provide timers was questioned. Dale Nickels, VAC representative at the meeting, explained the formula for providing timers at the Summer State Meet would be similar to the way it was done three years ago and based on last summer’s individual swims only. Teams could contact Dale to "reserve" slots. There would be a $50 fine for not providing a timer as required by the formula. When the question was called, the vote was too close to be determined. With a roll call vote, there were 13 yes votes, 12 no votes and 1 abstaining vote. Drew Walden suggested that the number of timers required of each team be posted on the LSC website and that "lane reservations" could be postmarked on March 13 to Dale. Jeff Wirch/Dale Nickels moved that if a team is not entered in this year’s meet but are required to provide timers by last summer’s entries, the team does not have to provide any timers. This motion carried by a voice vote.

Barb reminded clubs that hard copies of meet information and meet results are still required to be mailed by LSC rules regardless of the fact that this information may be posted on the Internet.

Susan Zblewski/Cheri Zimdars moved that the corrected Summer Meet Schedule be approved. This motion carried by voice vote. Mary surrendered control of the meeting to Barb.

Age Group Chair – No one was present to give a report about this area.

Registration Chair – Carol Graham reminded those present that she is required to receive a hard copy of the results and a disk with the final results according to LSC rules. Seasonal memberships are valid for April1 – August 26, 2001 and only valid for State Championship level or lower. (Zone swimmers must have yearly membership.)

Non-renewing clubs include: ECY, Oaklawn, OSHY, SPDY, South Milwaukee, Wausau Tide, and WAM.

The new coach’s test is available through the ASCA website and is needed before new coaches can renew membership for their second year.

Carol requested that coaches allow a reasonable amount of time for turnaround of new coach cards when certifications are renewed. There are new forms coming in a major mailing that need to go in club’s binders for future reference.

Safety Chair – There is a new Report of Occurrence form. Copies are available in the front of the room. Reports can be e-mailed to Cathie Marty at cmarty@chorus.net or mailed to her. Please also make sure that a copy of the form is sent to the insurance carrier and USA Swimming.

Tech Planning, Athlete’s Rep, Coach’s Rep, Camps, Club Development Open Water – no report

Officials – Susan Zblewski reported that Steve Suprenant and Steve Hartlaub will be the 12 & Under State Officials. Al Schmidt and Bob Schwartz will be the 13 & Over State Officials. Patty Kramer and ? will observe the Friday night session and Dan Lapin and Maurice Pfeil will observe the Saturday session of the WIAA Boys’ State Meet. Be sure to tell the USA officials who you need observed or they won’t be observed and no OVC can be written for unobserved swimmers. OVCs are used only for Nationals and the U.S. Open.

If you’re interested in shadowing an official at a meet, please contact the Meet Director a few weeks before the meet to avoid having too many people shadowing at the same time. Susan announced the officials’ clinics on April 28 in Appleton, May 5 at Hartland Arrowhead and May 6 in Madison. There will be a fall recertification clinic on October 20 in Madison area with a guest speaker – possibly a national level official. Other mini clinics may also be offered.

Susan reminded all meet personnel that the no recall start in now the rule so please follow it!

Top 16 – Forms are due in March to Barb Stirn. Please let her know if you need an OVC.

Rules – No report

Zone C – Patty Kramer was not present so there is no report.

Zone Championships – Drew Walden reported that the meet is not yet sanctioned. See the National rule book for the order of events – a modified three-day program with finals and consols and 5 races is planned. For proof of time, any results can be used. Relay proof is needed if the team doesn’t make the cut. As soon as Drew receives the information, he’ll get it put on the website and to Carol to mail out. Expect the full four-day format for the summer meet with finals, consols and bonus heats.

Drew announced that you should be able to enter online; if you didn’t get and e-mail about it, contact Colorado Springs.

Announcements – Winter meet bids are due the second Tuesday in June (6/12/01) with the tentative schedule available at the June 26, 2001 House of Delegates meeting.
