Wisconsin LSC Finance Committee Meeting

The meeting was called to order at 6:45 p.m. Pat Kramer, Jim Mohr and Mary Schneider were in attendance. Committee Chair Mike Young was unable to attend due to illness.

The first order of business was to address the impact of the travel fund policies changes in the 2001 budget. A projection of the year end fund balance was made. It is estimated that in 2000, $22,500 more will be expended from the travel fund than was received in revenue. This will leave a fund balance of $62,000. Estimated expenditures for 2001 under the new policy are $38,500 and revenues of $33,500. Estimates included reimbursement of relay only swimmers, coach reimbursement, and 3 LSC meet requirement only applying to Nationals. The motion passed by the general body did not clearly indicate whether these assumptions are correct. It is suggested the Rules Committee look at language to clarify the motion.

The committee is concerned a reduction of travel support from $81,000 to $38,000 may impact swimmers ability to travel outside of Wisconsin. Support for swimmers is being reduced significantly.

The committee decided Zone reimbursement would be made to clubs to facilitate maintaining eligibility – with WIAA and NCAA rules and compliance with IRS rules. The committee is concerned zone parents be made aware that 100% of the cost must be paid up front, with LSC reimbursement through their clubs occurring later. It is suggested each club make sure parents are aware of the change. Further, it is suggested information on travel fund changes, especially as it pertains to the Zone swim meet be included in Short Course LSC championship meet. This would include reimbursement being made to clubs not parents for the Zone meet. The committee recommended no discount be given for early registration for the Zone meet, as no cost savings are being achieved.

The investment balance on October 27, 2000 was $46,571.03. The investment funds are equally divided between the general fund and travel fund. The balance of the travel fund not invested, approximately $40,000 of the estimated 12/31/00 travel fund balance, will be held in CDs and the money market account. It was not felt the change in travel fund policies would necessitate a change in the investments at this time.

The Committee approved increasing the reimbursement for meals at the annual USA Swimming convention from $25 to $30 a day. The reimbursement has been $25 for several years.

It is suggested the officials committee charge some amount for recertification. These funds can be used to defray costs on newsletters, mailings, individual mailing of membership cards and officials clinics. To help officials, many clubs pay the cost of certification, re-certification and USA registration and while the number of officials who charge for officiating has been decreasing, a number of officials still do charge for officiating.
