Meeting Minutes: October 24, 2000

MEMBERS PRSENT: Cathie Marty, Carol Graham, Patty Kramer, Barb Stirn, Drew Walden, Susan Zblewski

1. CALL TO ORDER: Barb Stirn, Administrative Chairman, called the meeting to order at 6:00 PM.

2. APPROVAL OF MINUTES: Board omitted review of the meeting minutes of June 27, 2000.

3. CONSTRUCTION OF POOLS IN WISCONSIN: Stirn reported that Jim Mohr, General Chairman, learned that pool design for the Jewish Community Center was too far advance to re-design it as a 50-meter pool. Mohr understands that the Oshkosh Y is building a pool, scheduled as a 25-yard pool. Mohr will contact the Oshkosh Y to discuss the potential for building a 50-meter pool.

4. LETTER FROM WAUKESHA EXPRESS SWIM TEAM (WEST): Stirn reported that Mohr received a letter for the President of WEST alleging that Lake Country swimmers taunted and used racial slurs against WEST swimmers at the end of the LSC Long Course swimming Championships and that Lake Country parents observed this happening and did not stop it. WEST asked for no penalty. The Board suggested that Mohr write to Lake Country stating the allegations, asking for a response especially if the allegations are not true, and, if the allegations are true, noting that the LSC would penalize any future incident.

5. RESIGNATION OF OVC, TOP 16, and RECORDS COORDINATOR: Jackie Groiss, LSC OVC, Top 16, and Records Coordinator, resigned. She has moved to Virginia.

NOW PRESENT: DAVE ANDERSON:

Drew Walden moved, Patty Kramer seconded having the LSC reimburse Groiss for her travel expenses to participate as an LSC Delegate in the 2000 USA Swimming Annual Convention. Discussion: Groiss had not requested reimbursement. However, the LSC normally reimburses Delegates. Motion passed.

Stirn moved, Kramer seconded having the LSC recognize Groiss’ many, many years of service to the LSC with a gift, not to exceed $125. Motion passed.

Stirn will assume the responsibilities of the LSC OVC, Top 16, and Records Coordinator.

6. ATHELTE REPRESENTATIVES ON CLUB BOARDS: Kramer moved and Cathie Marty seconded an LSC policy that requires each Club to have at least one athlete Board member. Discussion: USA Swimming policy requires athlete involvement in all phases of its activities. Having athletes serve on Club Boards is impractical as meetings are conducted in the evenings and athletes do not have the time. Motion failed.

7. NUMBER OF LSC MEETINGS: Susan Zblewski moved and Kramer seconded having the LSC return to five Board and House of Delegates meeting a year, rather than continuing its current three meetings per year. Discussion: Too much time lapses between meeting and not as much gets done. Longer waits needed to get LSC approval when needed. Attendance has not improved. Fewer meetings were intended to develop a stronger committee structure, but that does not appear to have occurred. Alternates for getting more done at meetings included distributing Committee meeting minutes with the next LSC meeting agenda and developing more specific agendas so participants are better prepared for the meetings. Kramer asked to table the motion until the Board’s January 2001 meeting.

8. NO RECALL START: Susan Zblewski, Officials Committee Chairman, reported that a USA Swimming optional rule permits each LSC to determine use a "no recall start" rule. Such rule provides no recall of a start occurs if a swimmer false starts, i.e., starts early. The Starter and the Referee still must dual confirm a false start. When a false occurs, the swimmer is notified at the end of the race. The LSC Officials Committee recommends implementing this Rule as soon as feasible. The Board advised Zblewski that implementing LSC swimming policies and procedures was the responsibility of the Officials Committee and that no vote or approval of the LSC House of Delegates was required. Zblewski said then that the LSC would implement use of the "no false start" for all LSC approved or sanctioned Meets effective December 2000. She will notify Officials and have the information posted on the LSC website.

9. COACH ELECTION: An election for the LSC Coaches’ Representative normally is conducted at the LSC Short Course Championships in even numbered years by the current Representative. The Coaches’ Representative is an LSC Delegate to the USA Swimming Annual Convention. Apparently, an election did not occur this year. The Board asked Blaine Carlson, LSC Coaches’ Representative, now to solicit nominations from all Club Head Coaches and to mail ballots to all coaches.

10. MEET SANCTION PENALTY: Schroeder paid its $50 penalty, requested by the Board at its January 2000 meeting, for conducting a Meet for girl swimmers only, when the Meet was sanctioned for boys and girls events.

11. PUBLICITY FOR LSC: Carol Graham suggested that the LSC place notices/advertisements in major newspapers to identify, by Club, swimmers competing in its LSC Championships. She will get cost information.
