Meeting Minutes: January 25, 2000

MEMBERS PRESENT: Carol Graham, Patty Kramer, Jim Mohr, Mary Schneider, Barb Stirn, Sue Zblewski, Drew Walden

SCHREODER SWIM MEET: Barb Stirn, Administrative Chairman and Sanction Officer, sanctioned this Meet, held on January 22, 2000, as a Open Meet for Boys and Girls. Mary Schneider, Treasurer, reported that three boys from the Elmbrook Swim Club (EBSC) were denied an opportunity to compete because they were boys.

NOW PRESENT: Dave Anderson

Dave Anderson, Head Coach for the Schroeder YMCA Swim Team (SSTY), acknowledged that the Meet was a "girls only meet." He stated he had an understanding among the coaches to enter only girls in this Meet, but that he continues to "have problems with one Club" that continues to bring swimmers of the opposite sex. Anderson said that Schroeder held a comparable Meet in the Fall for boys only. Barb Stirn asked Mary Schneider to send SSTY a notice for a Meet Sanction violation and fine SSTY $50, in accord with Wisconsin Swimming, Inc. (WSI) guidelines.

MORE MEET ENTRIES SUBMITED THAN RESERVED: The Board decided that the issue was not a proper item for Board review. The offended Club, first, should pursue resolution with the host Club and, if not satisfied, second, should appeal to the Review Board.

REVIEW BOARD, TRAVEL REIMBURSEMENT: Cathie Marty, Review Board Chairman, reported that EBSC appealed Schneider’s denial of travel reimbursement for a "relay only" swimmer in the 1999 Junior Long Course Championships because the swimmer neither competed in an individual event in three WSI Championship Meets as required by WSI Rules (2.8.3.F) nor requested an exemption prior to competing in Juniors as permitted by WSI Rules (2.8.3.D). Since this is the second situation of this nature, Marty suggested that 1) the Rules Committee review the Travel Reimbursement criteria; and 2) the Treasurer revise the Travel Reimbursement Request form to add the reimbursement criteria.

CLUB REQUEST FOR RELEASE FROM WISCONSIN SWIMMING, INC.: Eau Claire Aquatic Club (ECAC) has requested that WSI release the Club from its jurisdiction so that ECAC can request permission to join Minnesota Swimming, Inc. The Board deferred action to its next meeting to consider the impact on WSI and the precedence of such action as well as to determine action WSI could take to encourage ECAC to remain with WSI.

BIRTHDATES AND WSI CHAMPIONSHIP MEETS: Stirn reported that USA Swimming said that WSI’s decision to exclude some swimmers from competing in its Championship Meets was illegal and that it was a WSI problem to solve, that "Wisconsin needs to get its act together." [NOTE: By again conducting its 13 and Over Short Course Championship Meet (March 9-13, 2000) prior to its 12 and Under Short Course Championship Meet (March 17-19, 2000), WSI precludes some swimmers from participating it a WSI Short Course Championship Meet or even having the opportunity to qualify for such Meet. A swimmer who "ages up" from 12 years to 13 years between the start dates of the Meets is excluded from competing in either WSI Championship Meet.] Board members discussed options that included establishing faster qualifying times or reducing the number of entries or conducting one of the Meets in a different, less quality, pool. Most Board members concluded that the current situation was fair to the substantial majority of its members and asked Mohr to write a letter to the parent whose swimmer was excluded.
