Review of San Diego 10/99 and Chicago 11/4/99

At the US Aquatic Sports Convention in San Diego, a nebulous rule change was passed which has ended the US Jr. Championships and enabled Sectional Championships within each Zone as of the Spring of 2001.  Our zone the Central Zone, met on 11/4 in Chicago and determined how these future sectional championships will be conducted.  Because the legislation passed in San Diego is not hard and fast, leadership within Zone C wanted to lead and thereby control its destiny by making decisions before decisions were made for us by USA Swimming.

To be talked about at the 2000 convention:
What changes to current Zone C summer meets?
Suggested: All zone sr meet + two 14 & U prelim/final - pete malone
Drop 15 - 18 age group
Split the meet into two: sr meet / age group meet (14 & U)

TECHNICAL PLANNING MEETING 11/7

After reviewing the San Diego and Chicago information, we talked in general about how these changes could impact WI Swimming's championship series.  After discussing fundemental changes in the LSC Championships, the majority felt as though the LSC championships should remaining largely the same and coaches/clubs/individuals could then pick the most appropriate meet series to suit their own needs.  We did agree in general to the following:

Summer Season series - C Section, LSC Champ,  Zone C/ USA Nationals.  LSC meet would be set according to Zone C dates.

Spring Season - resolved that the spring state schedule is subordinate to sectional schedule.  LSC Champs and LSC Sectional meets set around C Sectional meet.

1. Come up with alternate LSC championship formats if facilities (Y and UW)  are not available

2. Travel fund - what to do without Jr's?  Collect money same - a fixed budgeted amount to be split into shares among C Sectional athletes/coaches meeting requirements (review) and, when at Schroeder or other WI,  then some monies to the sectional meet (TBD - how much and to what, why, for what)

We talked about one of the original agenda items of is the LSC raising and spending funds in the most appropriate/best ways or should we be looking at other ways and things to do other than travel fund.

The LSC executive board is directed to re-examine how we raise/spend money and for what reasons.  Ideas kicked around were a seed fund to spark ideas and to fund a director of development to potentially raise larger sums for lobbying, facilities, etc.

Other Business:

Recommend that at LSC State controled meets no FINA whistle start.  (back to officials)

Maintain 6 individual events at both 2000 LSC State meets, and summer standards to be similar to '99 summer, with some minor tweaks.

There will be an Age Group/ Senior Committee Meeting, Wednesday 12/8/99 at 10:00 AM at the Schroeder YMCA and Aquatic Center.
